> Canada 2010 Budget proposes elimination of DQ

On March 4, 2010, the federal government released the 2010 Budget proposal, which eliminates the disbursement quota 80/20 rule to provide charities a greater ability to maintain reserves and respond to changing economic factors. Learn More.

> U.S. Health Care Reform update

The Administration revealed its own health care proposal prior to the February 25 White House health care summit. President Obama has urged Congress to move forward quickly and it is expected that the budget reconciliation process will be used, which only requires a simple majority for passage in the Senate.

> U.S. IRA Charitable Rollover & Estate Tax

The Senate is expected to consider shortly the House-passed American Workers, State, and Business Relief Act of 2010 (H.R.4213), which would extend $31 billion in tax breaks through 2010, including the IRA rollover and other charitable giving incentives.

The House and Senate were unable to reach a compromise regarding extension of the Estate Tax prior to their expiration and there are no current formal plans for extension. Learn More
